These are made in India by BEL factory with Philips/Mullard tooling and engineering in the 1970's-80's. These have "V" factory code and identical plate structure with 3 holes to Mullard ECC81 tubes. That's why these are often referred to as "Indian Mullard". These are mostly labeled and boxed for CEI/USA. The other labels are Haltron B309, National, Ultron and Trigon/UK.
